Infrastructure Repair and Replacement Plan (IRRP)

The Infrastructure Repair and Replacement Plan (IRRP) is a program established by City Council in April 2010 to provide a systematic approach to replace the City's three failing critical infrastructure systems: water, sewer, and streets. The program is funded by a six-year stepped utility rate increase.

  • Of the 115 miles of failing infrastructure systems in the City, there remain approximately 32.3 miles where the water, sewer, and streets are failing in the same locations. The IRRP is focused on the replacements and upgrades in these areas.
  • As of December 2022, the IRRP had completed 25 projects that have cumulatively replaced 12.7 miles of the 43 total miles of failing infrastructure.
  • Total funds spent on IRRP projects (2010-2022) is $41,499,762.
  • In 2009, the City lost 1.2 billion gallons of water due to failing infrastructure. After 10 years of IRRP work, the water loss in 202 was .407billion gallons — a reduction of 66%.
